US passport online renewal photo
For renewing a US passport online, the State Department asks for a digital photo between 54 KB and 10 MB. It lists JPG, PNG, HEIC and HEIF as accepted, and states no pixel dimensions or shape — so the tool doesn’t crop.
It saves a JPEG at the highest quality under 10 MB, with the long side capped at 4096 pixels. If the result would come out under 54 KB, it’s refused rather than padded: use a higher-resolution photo.

This fixes the file — size, shape and format. It doesn’t check the photo itself (background, lighting, expression, glasses), which the portal also has rules for.
